Why aren't we using aggreement with LDA Capital?

Hello.
I would like to understand why we aren’t using any aspect of the agreement for the $40m recently signed with LDA Capital. $40M is a lot of money, and 15% discount is actually a more than decent discount.

Is there a problem? Can contact LDA Capital to know what is going on

There haven’t been any reason to use this, at the moment.
And it should have a proposal and voting before it should be used.
