They are healthy and available through the on-chain proposals.

As there is no budget and no head of DAO, all the power comes to the community.
Awaiting proposals from the community, including Treasury distribution.
so for every steps or changes some one has to create proposal ? but staking 100 m xcn for creating proposal doesnt make sense

It does make sense, but also has disadvantages.
why it doesnt make sense? if anyone will start creating proposals then there will be infinite no. of proposals . there should be bar and standard for creating proposals .
